Formerly known as the Excelsior Award Program, the program has two major components to help organizations gain the competitive edge. The Governor's Award for Excellence represents the highest form of recognition for performance excellence and quality in New York state. The ESA Program is a continuous improvement tool that registers organizations as Empire State Gold or Empire State Silver after certifying their management systems' soundness and effectiveness against the program's criteria.

The Wyoming State Quality Award is based on the Baldrige and its core value but      rewritten to apply to the Wyoming business climate. Applications are scored on four main items: leadership, human resource  development and management, customer satisfaction and results. Applicants receive a feedback report and an award based on their application score: certificate, amethyst, sapphire, ruby, jade and diamond. The awards are open to any organization domiciled in Wyoming.
