Alan leads a team of highly intelligent scientists. Although most of their time is spent on scientific work, a portion of their roles are administrative. Many of these scientists haven’t been trained for these responsibilities because their previous leader tended to do all this administrative work herself. Alan fell into that same habit when he took over the team.

Process or Employee
Could it be that the leadership's ability to design and implement effective processes is a bigger issue? Processes are perfectly designed to get the results the processes are getting. How does one hold an employee accountable to a process that is designed to produce poor results? If I give you a screwdriver to pound nails, does it make sense to hold you accountable for the results? Does the whining really represent the employee's frustration with being given a screwdriver to pound a nail?

Nah sounds like some perfectly capapble scientists needed some direction and a boss that stuck to his guns. Yeah any process can be improved but I'd bet scientists perfer to play in the lab and were enabled to do so LOL.
